Is it? The latest Clavier should work fine, I think.

Frankly, the key mapping is somewhat of a mystery to me, on Linux
there are so many layer that somehow tamper with the keyboard input
that I can't really tell what may happen in the end. I think it has
something to do with the X-server, as a virtual VNC session exhibits
other key mappings than a local X session, IIRC. Different WINE
releases also exhibited different key mappings, there were times where
every minor release behaved differently. Then there are the WINE
derivates like CrossOver Office and Cedega, which yet again worked
completely different (but generally much better than the mainline WINE
system, especially Cedega as the way QPC scans the keyboard is pretty
much the same as Windows games do and Cedega is specially designed to
support them).

Cedega generally costs money, but there is a public CVS server with
the sources so you could compile and try it yourself for free. Other
than that I currently have no suggestion, sorry.
