I believe that it _should_ take the next free available drive letter,
but knowing Vista as I do I wouldn't be at all surprised to get a User
Account Control Privilege Elevation Request before being told that:

"One of the USB devices attached to this computer has malfunctioned.
Please telephone Bill Gates on 1-800-BILLIONS for advice on how to
troubleshoot this problem" :)

But, actually, it's a good question. If Windows did mount a third USB
floppy as, say, F: would QPC mount it as FLP3_?
