If you are using Turbo Toolkit v3.31 (the latest version on my website) there is a known problem with CHARGE under QDOS.
I am not sure of the technical details, but assuming you have followed the configuration advice given by others on this list, and you still have the problem, try EXEC_W win1_turbo_parser_task:EXEC_W win1_turbo_codegen_task (that is, start both phases of the compiler manually, replace my filenames with whatever they are on your system). A way of checking this is to use an older version of the compiler and toolkit if you still have them, since the CHARGE problem I've mentioned was introduced unfortunately in the current version. I am not sure if the problem itself is in the compiler or toolkit though.
