You could try installing the keyboard "US International" (From Language and regional 
options) as a second keyboard (and you can also access it via a key combination).

You will get to use ALL Western European languages and with a lot of ease as 
opposed to weird key combinations. With dead keys (that this keyboard map 
provides) you can type " + a and you get �. with ' and a you get � and so on...

It's the best approach overall (at least for me) and I have been using it for years. 
If 
you can live without the pound (it will still be accessible by CTRL-ALT-SHIFT-4 -
and the Euro with CTRL-ALT-4), then you can eliminate the English keyboard 
altogether. The differences are negligible anyway.
