There are 3 altogether. QLandkarte for Garmin devices. And QLandkarte GT / M for raster maps on PCs and mobile devices. For the first: Somewhere in the vaults of the OSM wiki you should find information on how to generate Garmin IMG files from the OSM database. Additionally there are ready made ones, too. Just dig a bit. Of course you can take every Garmin map with no lock, too. For the later: It's 8 bit palleted color GeoTiffs only. But gdalwarp can convert quite a bunch of formats. You can reference scanned paper maps with QLandkarte GT, too. I wrote a tutorial, but the example map I use has a strict copyright. Thus I am not able to switch it public. I guess these are raster maps, right? They have to be GeoTiffs. If this is the case you can choose "(F1) Maps.." -> "(F6) Edit / Create Map". Choose "Create map collection from existing GeoTiff". That will allow you to combine several tiles to one map. You even can define different levels of detail.
