Sorry for the late reply. The XML file with <TileLevel> equal to 19 works
for most of Spain, but not for all, after all, Google Satellite doesn't
have full coverage at the same detailled zoom level. Take for example the
following address (search in Google from inside QLGT):
Escalera, Guadalajara, Spain

It happens the same in other places in Europe. For example, starting 6 Km.
East of Glossglockner (which I first was aware of watching this year "Giro
d'Italia" on TV :-) , zoom levels from Google Satellite imaginery are not
that good, and even at Tile Map Server zoom level 16 and above, tiles don't 
exist at all.

So I think there is no good way right now to create a XML file for Google
data that works 100% of the time, if you want good quality satellite imaginery.
