OK, this means that the COM port cannot be opened.
So typically, the name is wrong or it is blocked by somebody else.

Are you sure that no other program has opened that COM port at the same 
time? (QLGT wants to open the port for read/write although it only reads 
- so it needs exclusive access.)

Can you play around with variants of the COM port name, e.g. lower case 
\\.\com35 instead of \\.\COM35 ?

Maybe you could try to change the COM port number to something < 10 .

Some questions:
- Is this a Bluetooth or a USB device?
- Which Windows version do you use?
