Sounds like Wordpress would do quite nicely. Then again, the site is
pretty static so you could also just have it in static HTML. It's easy
and requires no maintenance other than small modifications of source
files. Styling and layout is pretty transparent so changing the look
is straight forward.

I'm unfamiliar with content management systems (I've been looking into
djangoCMS for a particular project, though) but could help with
turning the old pages into simple markup. My sense of style is poor,
but I'd be happy to help out with getting an interim site up until
more qualified people make it all nice and spiffy.
