Hi I am not sure if the Windows version supports PNG. Better try TIF. If the file loaded correctly you should see it's content. And you will notice that the tab with "step 2" got active. In that tab you have to add reference points, place them on the map and provide the coordinates. If you have added a sufficient number of reference points the start button will become active.
