The scale of the zoom levels depend on the type of map.

For raster maps the scale at zoom level 1 is the native scale of the 
file. For example 1m/pixel. Zoom level 2 will be 2m/pixel and 3 will be 
3m/pixel. Overzoom 2 is 0.5m/pixel.

For TMS maps it's the usual power by 2 scaling of the earth's size. An 
for WMS it's what ever is defined in the XML file.

For vector maps, the scales are read from the table

CMapTDB::scale_t CMapTDB::scales[]
