Hola David, sounds strange.
In the Windows Installer you can select the that Microsoft runtimes shall be installed. Normally this is not selected. Did you try? If this doesn't help: Please consider that Microsoft will stop XP support in less than a half year. Maybe it's now the time to switch to Win7? I know that this sounds hard. But we will all come to this point sooner or later. I myself am still struggling with it ...
