Hi Chris,

that is a problem of the OSM tool mkgmap. It is not able to cut maps at 
borders. Precisely the background 
polygon must be cropped with the country's borders. I already asked Steve 
Ratcliffe, the author of mkgmap, 
and he agrees that this is one of the very last features not implemented yet. 
Probably the motivation is low 
as (afaik) Basecamp is not able to display multiple maps. And some map authors 
started to build maps that 
span borders to ease the problem.

Maybe if more users ask motivation is rising ;)
