I suppose the exe file would be a standard self-extracting archive to 
deploy a garmin map?

Try opening and unpacking the exe with ark as a RAR archive. If that 
works, you have all the individual map components. You can then use 
gmaptool to create a gmapsupp.img (The combined image to use with 
qmapshack and also with the garmin device).

If above procedure works, you don't need windows or basecamp.

Both qmapshack and the GPS device use the gmaspupp.img format.
