Bingo Helmut, thanks a lot for the tip.
Replacing the libraries with those from gisinternals solved the problem.

I downloaded and unzipped this package:

http://download.gisinternals.com/sdk/downloads/release-1800-x64-gdal-1-11-1-mapserver-6-4-1.zip

Then brute-force-copied all DLLs from the "bin" subdirectory to the QMS 
home directory (replacing gdal111.dll and proj.dll). I did not replace 
the GDAL EXEs.

After the switch, IGN WMTS and OpenStreetMap TMS worked like a charm.

The OSMTopo still has problems at higher zoom levels, but I think it is 
another issue.
