Hi,

you could use planetsplitter with the following steps:

planetsplitter --dir=where_the_pbf_files_go --prefix=newfle
--tagging=/usr/local/share/routino/tagging.xml --parse-only fl1.osm.pfb

planetsplitter --dir=where_the_pbf_files_go --prefix=newfle
--tagging=/usr/local/share/routino/tagging.xml --parse-only --append
fl2.osm.pfb

planetsplitter --dir=where_the_pfb_files_go --prefix=newfle
--tagging=/usr/local/share/routino/tagging.xml --process-only

After that you should be able to use the database newfle, which contains
fl1.osm.pfb and fl2.osm.pfb
