i'm on Ubuntu 16.04 as well. to compile with QWebEngine i did install QtCreator 
with the installer provided by Qt. It allows to install in a directory of your 
choice. only drawback: the precompiled widgets have KDE look&feel, not gnome 
and you need to set ld_librarypath to ensure it doesn't mix with libs that come 
with the distro.
