You misunderstand the situation. PROJ does not install the CMake bits when autotools is used to build it, like the Debian package does. There is nothing to fix for distributions. If you want to rely on the CMake files include in PROJ they will need to be installed by the autotools builds as well. PROJ will need to be changed to suit your needs.
