And why not just send a welcome message to the account? Then the maildir
also gets created and the client has a nice thingie to read :)

Hi,
Why not using ssh to remotly call maildirmake from your NT ?
ASP scripts should be able to execute a local dos script running ssh.
Setup a special user on your Qmail server with no passwd (key auth).
Maybe a little script as user shell calling maildirmake...
