The problem is that maildirsize is not being created in the user's home
directory, or created anywhere for that matter.
My mailboxes are being stored in /var/mail

I had a similar problem. Have you restarted qmail?. It is supposed that you
don't need to restart the server to consider the new changes but you do
need. The new quotas don't begin to be considered until you restart the
server and send a message to the user. You can see the quota for a specified
user looking in his mailbox the file "maildirsize". The first line is the
quota limit.

still do not seem to work.
When and how is qmail-quotwarn run ?
I have setup ~control/quotawarning, ~control/ldapdefaultquota but messages
are still getting through
