If so, tcpserver is reading tcp.cdb for it's envorimental variables.
tcp.cdb (in tcp) probably reads:
:allow,RBL=""
Which tells tcpserver to use RBLs for all connections.
Change it to (where 192.168.100.1 is your IP):
192.168.100.1:allow
:allow,RBL=""
Run 'make' in the tcp.cdb directory then get your server off of spamcop.

The reason you are listed in spamcop is probably the same reason you asked this RBL question, research tcprules.
