I'm working on one now for our setup. It's much simpler than phpqladmin because our environment is much simpler than the usual multi-domain ISP situation. It's in PHP and speaks to LDAP for account stuff and IMAP to report the users' quotas. It's very early in development now, not ready for real use yet. I'd be interested in hearing what others have done to answer this need.
