If you are testing only 127.0.0.2, your system ignores xbl.spamhaus.org
responses.

   matchon: any or IP-Address, if a IP-Address is specified the action is
            only taken if the returned address form basedomain is equal to
            IP-Address. With any all returned IP-Address will match.

the real question should be

How many rbl queries are done, if same rbl server is listed in more that
one line? Or how to use rbl servers that use different addresses in their
responses?

For example - rbl server (ahbl.org) returns ip addresses from 127.0.0.2 to
127.0.0.18. I want to use only 127.0.0.2, 127.0.0.3 and
127.0.0.14-127.0.0.18.
