hmmm, as I look at tmda-ofmipd, it might already be able to do this.  Set up 
the unauthorized users to send mail via the standard port 25 and turn all 
relaying off.  Set up tmda-ofmipd top look for users via LDAP, but customize 
the query to only match users who have the internalOnly flag set then point 
the authorized users there.

I haven't figured out how to customize the query, but that can be left as an 
exercise for you or ask on the TMDA list.
