You can do it simply by adding/modifying "mailQuotaSize" attribute in
your President's ldap entry. If you want "mailQuotaSize" up to 3GB

mailQuotaSize: 3221225472 #3GB
This will also overide ~/control/defaultquotasize for this entry.
