Just send 'SIGALRM' to qmail-send, qmail will try to delivery all the
mail residing in queue. Just check the qmail-send log file, to confirm
that mail is delivering or not. If not than just post that log snap shot
to mailing list. You will get the help.

as you can see there are several lines with deferral messages, do you
think that's the culprit?
