This is to announce 1.20rc3 - a RELEASE CANDIDATE for 1.20

Sorry about this, but I've had to add a major change. I was going to put
this off to later - but I think anything that could improve security should
go out as soon as it's ready.

So the changes/enhancements are:

* Qmail-Scanner now runs under it's own separate account to give better
   priviledge separation. Defaults to "qscand". See CHANGES for details of
   how to upgrade an existing site. Sounds major, but in reality it takes
   about 3 minutes to change an install over - assuming you've got daemonized
   AVs you have to change as well

* made perlscanner run AFTER antivirus scanners. That way if an attachment
  contains a virus, it will be flagged as such, instead of relying on the
  generic attachment-blocking (i.e. Policy) to catch it.

* Changed SpamAssassin module to work with upcoming 2.60

* some bug fixes.

Everyone running the RC series should upgrade. Hopefully this will be the
last RC with additions, I'm hoping for perhaps one more with bug fixes, then
1.20 can officially be releases.
