The IP addresses in ~vpopmail/etc/open-smtp do not have QMAILQUEUE set.
As a result connections from those hosts use the original qmail-queue
and not Q-S. To fix this you can do one of the following:

1.) set QMAILQUEUE in your qmail start script
2.) mv qmail-queue qmail-queue.orig and replace qmail-queue with a
    patched version of Q-S
3.) patch vpopmail.c to add QMAILQUEUE to open-smtp

All have advantages and flaws. I prefer patching vpopmail.c to add
QMAILQUEUE to ~vpopmail/etc/open-smtp. Check my patch for vpopmail
5.3.20 to see what you need to change (2 lines)

I guess you can get the idea.
