If I am reading you right, this is absolutely nothing to do with
Qmail-Scanner. Indeed, "To:" and "*Cc:" headers are absolutely nothing to do
with how rcpthosts operates. You are confusing mail headers with envelope
headers - the level at which rcpthosts works.
