This is not very good if anyone is using psender/precips.
psender/precips instructs qs to send email about discarded messages only if they are discarded due to policy (not av) rules.
So If you add these to a setup with psender and/or precips you will generate a message that you blocked it. so it does not help.
This is wise only if you are not sending anything back.
Due to the current state of the AV spam problem, the only good solution as I see it is not to send anything back, just silently discard. E-mail is not for sending .exe files anyway. And shall never be.. And yes, it's not a perfect solution, but it's almost. (at least for the opensource world).
... OR if someone writes a way to specify wheter or not send a message to a message blocked by policy.
Yes, and it's not an easy thing to do.Doing this correctly would transform qs into something much more complicated than what it currently is. SA already proved to be complex enough for bringing servers down, though lot of respect and gratitude for the SA team for everything they did. The best thing about qs is that it works more than decently. I don't know of benchmarks, but i'm sure it's good.
However, from my own experience I learned that admins don't quite unite in a single voice, which is bad, so therefore the best way to help is provide tools and ideas and let the admin chose if it is good to use them or not.
