I think the option that you are looking for is --notify. In the instructions
that came with qmail-scanner, it shows the options that to use with --notify to
pick who gets notifications. The options are none, sender, psender, recips,
precips, admin, nmladm, nmladm, nmlvadm, all.
If you want to have the sender or the person replying to get a notification for
breaking a policy violation, just use "psender" with --notify. The sender will
get a message of the policy that was trying to be broke. The message they will
get is the third field in the quarantine-events.txt
