Yes, but they still require that they be run from within another
program that actually listens to the network.  Tcpserver is the most
common choice when using qmail and other software written by djb.

The details of setting up tcpserver can be found as part of the
excellent instructions at:

However tcpserver is up to version 0.84 now.  Otherwise the
instructions should hold.

Are you *sure* you have to do it this way?  Look at the FAQ that comes
with qmail and read up on how qmail supports virtual domains.  I doubt
you need to bind a daemon to each ip address you have configured.
