As should other parts of qmail. It would be cool if a server that had
a full spool could use qmqp to send messages to an SA through another
system that the queue was full, by just adding a command-line flag to
qmail-inject. With qmail's delivery speed, queues don't often fill
up, but it s a nightmare if this happens and it isn't caught.
i.e. because mail never gets sent to anyone's pager.
