rcpthosts or tcpserver

As I understand it, there are 2 ways to a do selective relaying.
put the host names in rcpthosts, or using tcpserver by putting them in
/etc/smtp.cdb and running tcprules.

Is my understanding correct? If it is which method is preferred?
