Yes. I have set it up on uucp leaf nodes that have no DNS.

The only DNS usage that is a fundamental part of qmail is qmail-remote and 
that can be over-ridden with smtproutes or avoided altogether via a 
virtualdomains solution like that mentioned in FAQ 2.3

(FWIW: the Makefile actually shows that there are only two /var/qmail/bin 
files that use dns.lib. qmail-remote as just mentioned and tcp-env.)
