   Don't delete it. Just stop and restart qmail. The file will not, in my
experience, be recreated automatically. However, qmail delete all the entries
when starting.

   That will probably work, but I don't know for sure.

(c) After starting qmail, save a copy of the cleared queue/lock/tcpto, say

        cp queue/lock/tcpto queue/lock/tcpto-clear

Then, whenever you want to clear the timeout database, do this:

        cp queue/lock/tcpto-clear queue/lock/tcpto-temp
        mv queue/lock/tcpto-temp queue/lock/tcpto
