If you don't have an initial idea how to go about building a given kind of
system, you should probably not even try to.  If you want to build a SERVICE
then you have to get the software to do it.  If you can't think up how such
software would be generally organized, you probably don't have the experience
to build it yourself.  In that case, buying the software is your only option.
Otherwise you're going to find yourself continually asking for vague help and
people will tire of that.

FWIW, I'm starting to design such a thing myself, although mine won't be free.
I do have the big picture of what I want to do, and most of it will be sweat
and code.  I'm sure I'll occaisionally run into little things that research or
asking will resolve.  But I do generally know what all the pieces of stuff
that I will need to use actually do, and I do know how to go about putting
them together.  So I won't need to ask for someone else to effectively design
it for me.
