Yep, that qmail-local is run by the alias user, so user alias must
have write access to the maildir, which is not the case since it is
mode 700 and owned by you. Even if you make the maildir and its
subdirs writable by the alias user, you lose because the files therein
will be owned by the alias user with mode 600, so you won't be able to
read them without some work.
Better to let the message pass through qmail once more:
Let ~alias/.qmail-staff forward the mail to reid-staff and do
echo './Maildir/' > ~/.qmail-staff
as user reid.
