Are you sure he isn't using Windows 98 ;-)
Outlook Express defaults to a timeout of 1 minute, so it seems unlikely
that this actually is the problem with an attachment that size, but
still...
Click tools, accounts, select the appropriate account, click properties,
advanced, there is a slider to set the timeout. If this doesn't fix it,
then I would tweak his network/dialup settings. Also, is he dialing in?
