I doubt this is what the instructions say. You should, instead, try
to look at the /var/qmail/boot/binm* files, and copy the one closest
to what you want to /var/qmail/boot/binm4, edit it to suit your need,
and then do
cp /var/qmail/boot/binm4 /var/qmail/rc
