qmail is running, and if so, what happens when you try to send a

I doubt very much that is what you want.
I guess you want
[EMAIL PROTECTED]
[EMAIL PROTECTED]
For that, you want to put in rcpthosts
oceania.net
.oceania.net
and nothing else.
