What do you mean by that?  Can you telnet to port 25 on ns1 when
qmail is running, and if so, what happens when you try to send a
mail by hand?

That will accept mail to

   anybody@LOCALHOST
   [EMAIL PROTECTED]

I doubt very much that is what you want.
I guess you want

   [EMAIL PROTECTED]
   [EMAIL PROTECTED]

For that, you want to put in rcpthosts

   oceania.net
   .oceania.net

and nothing else.

is [EMAIL PROTECTED] the mail address of the person responsible
for dns on your system?
