qmail-newu via Perl script?

I am setting up a Perl script that will create new POP accounts, and need to
run the "qmail-newu" program within a Perl script.  When I try to run it, I
get permission problems.  I have tried everything I can think of as far as
permission combination, but can't find a solution.

Has anyone been able to execute the qmail-newu command via a Perl script?
Is there another way to accomplish what qmail-new does without executing the
command?
