Not true; the case of the user part is to be preserved by smtp, and
interpreted by the local delivery agent in whatever way is appropriate
locally.
However, so few systems actually used case-sensitive user names that
most users of email think the case doesn't matter. So if you try to
use the capability to have case-sensitive user names, you're going to
find that people have a very high error rate sending to them.
