Yes, set up the local host with qmail and as a QMQP server. Set up
control/qmqpservers on the local host with the primary server as the
first IP, the local server as the second. Mail will go by QMQP to the
primary server. If it is down, it will go to the local server which
will send it out via SMTP. You can for this set up the primary as a
smarthost. This way, the mail will remain queued until the primary is
up and then it will be transferred there.

You loose the "multi-recipient message" part when you fall back to the
SMTP part. Hopefully, qmail-2.0 will solve this via QMTP.
