That should have been 'kill -HUP [pid of inetd]'.
But, you figured it out.... reboot.

So, you have something listening on port 25. Figure out what it is and stop
it. Then make sure your init scripts don't restart it on reboot.
Perhaps you have two invocations of qmail-smtpd at startup?
