mini-announce: rblefftest -- simple RBL false-positive test

Remember about a week ago I started a test to see how many false-positives
three RBL filters gave. I looked at the filtering done by rbl.maps.vix.com,
relays.radparker.com, and dul.maps.vix.com over a seven day period and 5,000
message accepted through SMTP. Well, that test is done now, and I've posted the
data along with the program up on a web page.
