I'm embarrassed to say that I'm not sure which POP server is being used.
"ps ax" doesn't show any pop processes running
the inetd.conf file has the following lines...
#
# Pop and imap mail services et al
#
pop-2 stream tcp nowait root /usr/sbin/tcpd ipop2d
pop-3 stream tcp nowait root /usr/sbin/tcpd ipop3d
imap stream tcp nowait root /usr/sbin/tcpd imapd
which leads me to believe that we're using the ipop3d deamon when pop
requests come in.
I do not run any of the other qmail processes under inetd - they run under
supervise instead.

Which POP server are you using? This is a POP problem, not a qmail
problem.
