I _think_ you can do that by linking a file into his/her ~/Maildir/new
directory with a special name. That way, it
1. doesn't cost you disk space
2. doesn't get overwritten by qmail-local
3. you can easily check for it, or you can simply re-link it
4. it gets unlinked correctly by qmail-pop3d
