Global .qmail file

I need to have a .qmail file that is read for each and every user
(including virtual domains). Currently, I am creating a symbolic link from
$HOME/.qmail to the .qmail file that contains the commands that I want.
I'm sure there's a more elegant solution, but I didn't see anything
about it in the dot-qmail manpage or qmail FAQ.
