tcpserver fatal error

When i try to telnet to 127.0.0.1 110 I get the following -   telnet 127.0.0.1 110 Trying 127.0.0.1... Connected to 127.0.0.1. Escape character is '^]'. Connection closed by foreign host. I went and looked in my pop3d logs and the error in there says -   tcpserver: fatal: unable to bind: address already used   Why am i getting this and how do I go about resolve it ?
