Well, we could point out that by doing this hotmail are actually hurting their
own bandwidth. For instance, suppose someone is trying to send them a 2M file.
If they sent a 5xx error code after the 2M has been sent, the total bandwidth 
used is 2M. On the other hand, by consistently killing the connection after 1M,
qmail will retry 40 times over 7 days, for a total cost of 40M.
